本文基于风险社会理论分析框架,通过对于多起“邻避”事件的比较分析,从科学技术风险性和社会结构变迁两个维度分析社会转变对政府和民众信任关系影响,揭示风险社会视域下政府公信力的影响因素,并在制度反思层面提出现代社会建构政府公信力的策略。研究指出,在应对科技风险时,建立民众参与的行政决策机制以及有效的政民沟通机制将有助于政府公信力的提升;面对个体风险感知及风险防范意识的增强,建立项目关键性信息的公开机制将有助于政府公信力的提升;面对社会中个体或小众利益的诉求表达,建立包容性的政策体系以及合法性的诉求表达机制将有助于政府公信力的提升。
Based on the analysis framework of risk society, this article analyzes the impact of social transformation on the trust relationship between government and the public from the dimensions of science and technology risk and social structure through the comparative analysis of multiple " Field under the influence of government credibility, and in the institutional reflection level proposed in modern society strategy of building government credibility.
