2013年9月,国家民委将青海省海北藏族自治州确定为全国首批13个创建全国民族团结进步示范州(地、市、盟)试点之一。随即,海北州召开创建全国民族团结进步示范州动员大会,安排部署示范州创建工作,并制定印发《海北州创建全国民族团结进步示范州的意见》及10个配套文件,确定“一年强基础、两年创示范、五年再提升”的目标,把“民族团结进步”上升为自治州发展战略。
In September 2013, the State Ethnic Affairs Commission identified Haibei Tibetan Autonomous Prefecture in Qinghai Province as one of the first pilot projects in 13 demonstration provinces (prefectures, cities, and alliances) in establishing the national unity and progress in the nation.
