该文认为,医保支付指医疗保险费用支付的途径和方法,医保支付方式改革既是医保管理和深化医改的重要环节,同时也是引导医疗行为、就医行为、调节医疗资源配置的重要杠杆。该文在分析医保支付方式存在问题的基础上,提出了完善支付标准的制定机制、重视对支付方式的激励、精细化管理和加强医保支付方式促进医疗资源配置作用等具体建议。
This paper argues that medical insurance payment refers to the ways and means of paying medical insurance expenses and the reform of medical insurance payment modes both as an important link in medical insurance management and in deepening medical reform. It is also an important lever to guide medical behaviors and medical treatment, and to adjust the allocation of medical resources. On the basis of analyzing the existing problems in medical insurance payment, this paper puts forward some specific suggestions such as perfecting the formulation of payment standards, emphasizing the incentive of payment, fine management and strengthening the medical insurance payment to promote the allocation of medical resources.
