一元复始,万象更新。我们刚刚完成和超额完成了“八五”计划规定的主要任务,又迎来了“九五”计划的第一年——1996年。 。 党的十一届三中全会以来,在邓小平同志建设有中国特色社会主义理论的指引下,经过全党、全国各族人民的努力奋斗,我国国民经济迅速发展,综合国力明显增强,人民生活有了很大改善,以建设社会主义市场经济体制为目标的经济改革迈出了决定性的步伐,全方位、多层次对外开放的格局基本形成,各项社会事业取得显著成绩。去年九月党的十四届五中全会通过的《关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议),提出了今后15年我国经济和社会发展的指导思想、奋斗目标、基本方针以及一系列重大政策,清晰地勾画出社会主义中国的光明前景,指出了实现这一宏伟目标的主要途径和方法。
