In order to quickly implement the transfer of part of Shanghai spinning capacity to Xinjiang, Shanghai and New Zealand held talks in Beijing on March 16 and formally signed contracts. On March 16th, the two parties met at the resident delegation of the Shanghai delegation in Beijing West Hotel. Wang Lequan, acting party secretary of the Autonomous Region Party Committee, said that Xinjiang’s cotton production has increased year by year, especially after the central government has decided to build Xinjiang into a national cotton production base. Xinjiang hopes to cooperate with old cotton bases like Shanghai. The cotton textile enterprises transferred from Shanghai to Xinjiang will be regarded as Xinjiang enterprises regardless of whether they are solely proprietors, joint ventures, shareholdings, leases, or compensation forms. They will enjoy maximum benefits. In terms of taxation, land use, and cotton supply, the autonomous region’s government will also grant special
