目前,成人高等院校文献索引编纂不仅落后,有的院校就根本没有起步,更谈不上系统的文献检索工具啦.除经费不足,不能从经济基础上保证文献索引产品的出版工作处,笔者认为,影响文献索引编纂的主要原因,是由于长期从事索引编纂工作的主要部门图书馆,仍然禁锢在计划经济工作的思维定式中,还没有真正地把索引编纂工作纳入市场经济工作中去.只谈市场经济冲击了图书馆,而忽视了用市场经济机制去做好索引编纂工作,表现在工作上愈加困乏和无力.如何改变上述索引编纂,关键在于:
