厦门在保障流动人口合法权益,促进和谐社会建设方面取得了一定的成绩,表现在促进平等就业竞争,扩大低保覆盖面,做好计生等服务工作。同时也存在一些突出问题,表现在拖欠克扣工资,不订立和履行劳动合同;冷漠粗暴的管理方式; 劳动争议调解机制不完善;劳动执法力度不够;低保政策不统一;教育培训不足;健康、就学等保障不够。针对存在问题,提出解决的建议:坚持以人为本的科学发展观;走民主法治道路;树立正确的政绩观;加大劳动执法力度;充分发挥工会的维权作用;加强职业文化培训;建立统一的人力资源市场体系;提高人性化服务水平。
