随着我国供给侧结构性改革的深化,部分地区和行业的产业调整阵痛加剧,群体性事件频出,急盼巧思与执念来解时下之困。上世纪80年代,在英国政府启动供给侧改革的初期,也曾遭遇到此起彼伏的产业行动,为在纷杂的规范体系下构建因应之道,政府选择从“责任豁免”切入,在产业自由与秩序的天平上收放“免责事由”这一游码以维持产业关系的动态平衡,为改革的顺利推进铺平了道路。英国政府执“责任豁免”之牛耳在法制轨道上应对产业行动的做法,既维护了劳动者利益的表达,又将对经济改革造成的干扰降至最低,汲取其中之经验,可为构建适合我国供给侧结构性改革的产业行动免责体系提供借鉴。
With the deepening of structural reforms on the supply side in our country, the painstaking adjustment of industries in some regions and industries has intensified and mass incidents have been frequent.
