新一轮户籍制度改革进程中,居民落户意愿发生了转变,“流而不迁”的现象显现;人口流入地与流出地诉求差异显著,地区间需求平衡问题有待破解;城乡公共服务待遇差别仍然存在,改革尚缺乏相应的配套政策。城乡统一户口登记制度下的公共服务政策改革涉及面广、领域多、情况复杂,建议针对不同类型和差异性质分阶段、逐步推进基本公共服务城乡一体化,并加强相关顶层设计。
In the process of the new round of household registration system reform, residents’ intention to settle down has changed. The phenomenon of “flowing instead of moving” appears; the difference between the population inflow and outflow demands is significant; the demand balance among regions needs to be solved; the urban and rural public service pay The difference still exists, but there is a lack of corresponding supporting policies in the reform. The reform of public service policies under the unified system of registration of urban and rural areas involves a wide range of areas, many fields and complex situations. It is suggested that the basic public services be gradually phased in for urban and rural areas and the related top-level design should be stepped up for different types and differences in nature.
