去年省委、省政府确定杭州市为省级综合配套改革试点区以来,杭州市委、市政府坚持以科学发展观为统领,认真贯彻省委“创业富民、创新强省”总战略,结合纪念改革开放30周年和开展新一轮解放思想大行动,围绕率先建立充满活力的创业创新体制、率先建立改善民生的社会管理体制、率先建立科学高效的行政管理体制“三个率先”目标,扎实推进综合配套改革试点工作,增创体制机制新优势,推动杭州科学发展、率先发展、和谐发展。
