(43) “Great Leap Forward” Movement In November 1957, Mao Zedong led a Chinese party and government delegation to attend the 40th anniversary celebration of the October Revolution in the Soviet Union and attended the meetings of the Communist and Workers’ Party representatives in Moscow. At the meeting, the Soviet Union proposed 15 years to catch up with and surpass the United States. Subsequently, Mao Zedong proposed that China’s steel output catch up with or exceed the United Kingdom in 15 years. After Mao Zedong returned home, he thought of how to speed up the pace of construction with the eagerness to rapidly change the status quo in China.
