三峡工程淹没与大规模城市（镇）迁建，将使这一地区失去大量土地。原本耕地稀少，城镇化水平低，城市建设用地紧缺，环境容量十分有限的三峡地区，面临着新的压力和挑战。在目前城市（镇）大规模迁建之时，针对现状一些不合理使用土地的现象，强调节约用地。从城市规划角度，用一定的行政与技术手段，来推行这一目的，是当前规划与管理工作面临的严肃任务。
The inundation of the Three Gorges Project and the relocation of large-scale cities (towns) will cause the area to lose a lot of land. The original Three Gorges area, with scarce arable land, low level of urbanization, scarcity of urban construction land, and limited environmental capacity, is facing new pressures and challenges. At the time of the large-scale relocation of cities (towns) at present, the use of land was regarded as an irrational use of the current situation, and the use of land was emphasized. From the perspective of urban planning, using certain administrative and technical means to promote this goal is a serious task facing the current planning and management work.
