近年来,贪官背后的“深喉”现象引人注目。据不完全统计,大约80%的被查办的贪官,都是被举报人扳倒的。当人们为贪官落马击掌相庆时,却往往忘记:在中国现实语境下“举报”一直打着一层苦涩的底色。“秦香莲”的举报信总是辗转落到“陈士美”手中,举报人遭到疯狂报复。在改革开放30年评出的10个反腐名人中,就有9个人曾经遭遇过打击报复。举报人现实的生存环境,触发了我们对保护举报人问题的关注。举报者如果一再不能被妥善保护,将会使举报人和后继者寒心,让人难免产生“兔死狗烹”的悲哀!日前,最高人民检察院修订了《人民检察院举报工作规定》,继开通网上举报中心后,检察机关全国统一举报电话也正陆续在各省级检察院开通。就举报保护提出立法建议,也被提上了最高检的日程。一系列的举措是否意味着举报人的“春天”到来了?让我们一起走近曾经因为举报而付出沉重代价的举报人,倾听他们发自肺腑的对举报制度的心声,共同思考如何从制度建构上彻底堵死各种可能出现的打击报复行为。
