2001年岁末,一条重要消息见诸传媒:安徽省纪委正式对外公布,经中央批准,涉嫌经济犯罪的安徽省原副省长王怀忠已被立案审查。2001年4月5日,王怀忠还在芜湖、巢湖等地检查粮食清查工作。第二天,也就是4月6日,身为安徽省人民政府副省长的王怀忠急匆匆地赶到北京参加一个有关农业工作的会议,不几天,就有王怀忠出事的传闻传出。关于他检查粮食清查工作的报道,也成了他以副省长身份在官方媒体的最后一次披露。随着王怀忠被立案审查消息的公开宣布,表明已被中纪委查处大半年的王怀忠涉嫌贪污受贿、玩忽职守案开始浮出水面。
