我国加入世界贸易组织五年来,对外出口一直呈上升趋势,特别是农产品的出口,由2001年的166.26亿美元上升到2005年的271.83亿美元,为我国的经济发展提供了强劲的支持。但在出口扩大的同时,我国的农产品遭遇到国外各种各样越来越多的非关税壁垒,遭受了重大损失,农产品贸易也出现了逆差,2004年逆差10.3亿美元,2005年逆差14.7亿美元,而2006年上半年就已经逆差21.5亿美元。建立农产品出口预警机制已经成为摆在我们面前的一项紧急任务。本文简要论述农产品出口预警机制的建立理论以及我国的预警机制现状,着重阐述了预警机制的组织体系建立,建议形成一个由中央统一协调管理,地方分工合作的预警体系。
In the five years since China acceded to the World Trade Organization, its exports have been on an upward trend. Exports of agricultural products, especially agricultural products, increased from 16.626 billion U.S. dollars in 2001 to 27.183 billion U.S. dollars in 2005, providing strong support for China’s economic development. However, with the expansion of exports, China’s agricultural products have encountered more and more non-tariff barriers abroad and suffered heavy losses. Trade deficit in agricultural products also showed a deficit of 1.03 billion U.S. dollars in 2004, with a deficit of 1.47 billion yuan in 2005 U.S. dollar, while the deficit in the first half of 2006 was 2.15 billion U.S. dollars. Establishing an early warning mechanism for the export of agricultural products has become an urgent task for us. This article briefly discusses the establishment of early warning mechanism for agricultural products and the status quo of early warning mechanism in China. It focuses on the establishment of the organizational system of early warning mechanism and proposes to form an early warning system that is coordinated by the central government and under the cooperation of local governments.
