工业链条的恶性循环东北经济举步维艰,影响所及却不止东北。抗战胜利后,复员任务重,运力却不足,全国铁路都在闹车荒。浙赣线是连通沪宁地区与华中的交通动脉,据闻只有10辆机车可用;平绥路全线打通后,平津地区的机车、车辆被调用,结果使唐山开滦的煤堆积如山,运不出去。政府命令开滦每月运15万吨到京沪解救煤荒,也因机车、车辆不足而搁浅;
