全面推进国库集中支付制度改革,是市场经济条件下实行公共财政的必然选择。烟台芝罘区国库集中支付改革目前取得了显著的成效,同时也暴露出一些问题亟需解决。笔者拟从解决国库集中支付制度中存在的问题以及深化配套改革、完善各项规章制度等角度来探讨如何进一步完善国库集中支付制度改革。
To promote the reform of centralized treasury payment system in an all-round way is the inevitable choice of implementing public finance under the condition of market economy. Yantai Zhifu District treasury centralized payment reform has achieved remarkable results, but also exposed some problems that need to be resolved. The author intends to explore how to further improve the reform of the treasury centralized payment system from the perspectives of solving the problems existing in the centralized treasury payment system and deepening the reform of supporting systems and improving various rules and regulations.
