空军包括有航空兵部队、防空部队及空降兵部队三个兵种。其中航空兵在组织编制、作战训练方面,和陆军的区别最大。因此,一般说到空军,就是意指航空兵。航空兵的训练作战基本上是以师、团及其勤务保障部门——基地为单元来组织实施。航空兵的大部分人员都集中在基地上。此外,半数以上的防空部队(雷达、高炮,探照灯)也分布在基地或基地附近周围。这样,空军总人数的60%驻在空军基地。由此看来,空军基地就构成了空军的主要基层,或者说是空军的缩影。因此空军基地的工勤保障就构成了空军卫勤保障的重要部分。(一)空军基地分布在全国各地,它是根据故略部署和飞机的战术技术性能而定点修建的。因而,空军基地与基地之间有比较大的距离,不像陆军那样有较密的卫勤医疗布局。就现在情况来看:基地靠近空军医院
