国家“十一五”规划提出了“逐步形成覆盖全社会的比较完备的公共文化服务体系”的目标。党的十七大报告更明确提出了推动社会主义文化大发展大繁荣的要求。近年来,各级财政部门积极探索建立公共文化服务体系的财政保障机制,不断加大财政投入力度,引导吸聚各方面的资金投入公共文化服务事业,支持建立全覆盖的公共文化服务体系,取得了良好的社会效益。本期专题文章介绍了部分地方的做法和经验,以期为各地提供有益的借鉴。
