为了抓好湘发[1989]2号文件(即省委、省政府《关于制止党政机关干部在城镇自筹自建私房和查处营建私房中违纪行为的通知》)的贯彻执行,省委、省政府决定成立贯彻湘发[1989]2号文件领导小组,由陈邦拄、杨敏之、谭梦龙、翁晖、李棣华、邝良宇、邱安吉、李鸿胜、吴鹤鸣、章锐夫、何素斌同志组成,由陈邦拄同志任组长,杨敏之、谭梦龙同志任副组长。领导小组下设办公室,由谭梦龙同志兼办公室主任,苏金云、苏友安同志任副主任。
