本文分析了徐州市域(一市六县)城镇体系 发展的地理条件、历史发展进程和现状特征,认为徐州市域区位条件优越,将成为我国生产力布局的重点。作者预测2000年市域城镇化水平将达到27-30％,徐州市区人口将达65万,提出增设沛屯、贾汪、新沂三个县级市的建议。分析了一般县城的发展方向和人口规模,通过方案比较,提出了撤消铜山县,将其与徐州市区合并的新体制。指出为了发展区域经济,有必要增设53个县属镇。在此基础上,拟定了市域城镇体系规划结构:(1)形成矿产资源开发、交通运输中心和农副产品加工相结合的各级地域中心的城镇职能结构;(2)建立以大城市为主体,大中小相结合的城镇等级规模结构;形成以陇海铁路为主轴,以徐沛、津浦铁路和大运河为辅轴,均衡分布的城镇空间结构。同时,为了促进区域经济发展和实现上述城镇体系布局,指出必须建立工业生产协作网络、商业流通网络、交通运输网络和经济信息网络等,以保证城市中心作用的发挥。
This article analyzes the geographical conditions, historical development process and current status of urban system in Xuzhou city (six counties in Xuzhou city). It is believed that the location of Xuzhou city is superior and will become the focus of China’s productivity distribution. The author predicts that the urbanization level in the urban area will reach 27-30% in 2000 and the population in Xuzhou urban area will reach 650,000. It proposes to add three county-level cities such as Peitun, Jiawang and Xinyi. Through analyzing the development direction and population size of general county, the paper proposes a new system of withdrawing Tongshan County and merging it with Xuzhou urban area through the comparison of the schemes. Pointed out that in order to develop the regional economy, it is necessary to establish 53 county towns. On this basis, the planning structure of urban town system has been drawn up: (1) The formation of urban functions and structures at all levels of regional centers combining mineral resources development, transportation center and agricultural and sideline products processing; (2) Large and medium-sized cities and towns combined scale structure; the formation of the Longhai Railway as the main axis to Xupei, Jinpu Railway and the Grand Canal as the auxiliary axis, a balanced distribution of urban space structure. In the meantime, in order to promote regional economic development and realize the above-mentioned layout of urban system, it is pointed out that an industrial production coordination network, a commercial circulation network, a transportation network and an economic information network must be established so as to ensure the role played by urban centers.
