前段时间,我们调查走访了石家庄、邢台等市的一些企业和省内外有关部门,感到要进一步安排好停产、半停产企业职工的生产和生活,还面临不少问题。 首先是有些企业及主管部门同志还不能正确对待企业停产、半停产或待破产问题,不愿意上报或有意少报、漏报这方面情况。其原因有多条,譬如怕影响企业信誉、影响向银行贷款等。但主要是“厂长经理怕丢官、主管部门怕丢地盘,上级领导怕影响‘工作实绩’”。
Some time ago, we investigated and visited some companies in Shijiazhuang, Xingtai, and other relevant departments within and outside the province. We felt that we must further arrange the production and livelihood of the employees of the discontinued and semi-discontinued enterprises. We still face many problems. The first is that some companies and comrades in charge do not correctly handle the issue of suspension of production, semi-production or bankruptcy, and are unwilling to report or deliberately under-report or omission. There are many reasons for this, such as fear of influencing corporate reputation and influencing bank loans. However, it is mainly because “the manager of the factory is afraid of losing his office, the competent department is afraid of losing the site, and the leaders at higher levels are afraid of affecting the ‘performance”.
