The CPC Central Committee and State Council’s Guiding Opinions on Deepening the Reform of State-owned Enterprises are the top-level designs of the Central Government on deepening the reform of state-owned enterprises. Learn “Guidance” I have the following experience. First, we should integrate the “Guiding Opinions” with the “Decision of the CPC Central Committee and the Central Committee of the Third Plenary on Several Important Issues concerning the Overall Deepening of the Reform,” adopted by the Third Plenary Session of the 18th CPC Central Committee, and understand its new spirit. Among the decisions of the Third Plenary Session, the reform on state-owned enterprises is one aspect of the reform.
