一、制定标准的目的和意义随着我国基础工业和国内外贸易及改革开放的发展,国内港口重大件装卸运输数量逐渐增多,其大部分为机器、成套设备、车辆和精密仪器等,外形各异、重量不一,装卸难度大,装卸质量要求高,目前仍是水路运输的重点和难点。近年来港口装卸能力虽有较大提高,但装卸重大件遇到实际问题时,还是只凭自身的经验,本着“不求装卸效率,只求不出事故”的思想,采取临时性保障措施,个别港口因缺乏经验,缺少专用吊运工属具和没有作业标准而难于着手装卸。制定这项标准就是为了改变我国港口装卸重
