7月1日,《中华人民共和国行政许可法》将正式颁布施行,报刊、网站关于此的报道和讨论很多,但是仔细看来我们发现,其中多数是从法律法规的角度和行政制度变革的角度予以评价,真正以 IT 人的眼光进行评价的内容很少见。而且与公务员进行培训、政府部门召开工作会议的积极反应相比,IT 产业的动静不大。于是我们的记者们斗胆一试,站在 IT 产业发展的立场上对这部法规的重点内容进行解读,并从中发现 IT 对于政府部门服务特型带来的五大变化,由此我们也得出结论：电子政务建设任重而道远。
