为了更好地贯彻调整国民经济的方针,保证调整工作有计划有步骤地进行,使当前与长远更好地结合起来,亟需制订一个以调整为中心的“六五”经济发展和社会发展计划,并对今后十年作出设想。这次制订计划,要认真总结经验教训,克服“左”的思想影响,实事求是地对我省国民经济和社会发展做好分析和预测,从发展人民需要的主要消费品出发,调整产业结构和产品结构,坚持走一条投资不多、效益较好的路子。发展生产,不能寄希望于增加很多投资和能源,要立足于现有经济基础,大搞挖潜、革新、改造,要想方设法从各方面提高经济效果。各地、市、自治州和省直有关部门要在四月份组织力量,对一些专题认真进行调查研究。在此基础上,省直由各有关委、办、厅局按照国家计委颁发的表式,征求各地意见,编制“六五”计划轮廓设想和一九八二年计划建议,于五月中旬报省计委。各地、市、自治州可根据本地特点,侧重几个方面进行调查,写出调查报告,提出大体设想,具体计划待国家计委下达我省控制指标后再编。附:关于拟订“六五”计划和十年设想调查研究参考题目
