贵县二轻工业在改革中稳步发展。1985年完成产值比上年增长36.9%,销售收入增长78%,利税增长43%,全系统18户企业户户增产增收有盈利。他们摸索了如下一些经验:一是改革围绕增强企业活力进行。在职能方面,县二轻局和手工业联社缩小行政职能,扩大服务职能,实行“五个转变”:从过去管得过多、过死,转为对企业监督、指导、协调、服务;从单纯靠行政命令,转为主要靠经济杠杆管理;从单纯指标分解、统计汇总,转为向企业提供技术经济信息
Gui County, two light industrial steady development in the reform. In 1985, the output value increased by 36.9% over the previous year, sales revenue increased by 78%, profits and taxes increased by 43%, and the profit of the whole system was increased by 18 households. They explored the following experiences: First, the reform revolved around strengthening the vitality of enterprises.
