1999年 1 1月 1 5日中美签署了关于中国加入 WTO的双边协议之后 ,中国在“入世”方面迫切面临一系列新的调整 (农业 )经济的战略选择。本文系北京大学学者同中国农业部专家合作研究的成果。论文第一部分扼要地分析了改革开放 2 0年之后的中国农业的国际竞争现状和 WTO对中国入世的基本要求。第二部分先总体分析入世对于我国农业的正负两方面的影响 ,接着全面系统地考察了入世对于我国主要农产品进出口前景的影响。第三部分讨论入世在即的进程 ,评介和提出了基干可供选择的短期、中期和长期的政策调整建议。
On January 15, 1999, after China and the United States signed the bilateral agreement on China’s accession to the WTO, China is urgently facing a series of new strategic choices in adapting (agribusiness) economy in its accession to the WTO. This article is the result of a cooperative study between Peking University scholars and experts from the Chinese Ministry of Agriculture. The first part of the paper briefly analyzes the status quo of China’s agricultural international competition after the reform and opening up 20 years ago and the WTO’s basic requirements for China’s accession to the WTO. In the second part, we first analyze the impact of joining the WTO on both positive and negative aspects of our country’s agriculture, and then comprehensively and systematically examine the impact of WTO accession on the import and export prospects of China’s major agricultural products. The third part discusses the imminent process of WTO accession, reviews and proposes short, medium-term and long-term policy adjustments to be made by the backbone.
