■作为沿海发达省份的省委书记,罗志军在党代会报告中提出了一个定位高远、催人奋进、鼓舞斗志的目标,即:到2015年,全省以县为单位达到省定全面小康指标,苏南等有条件的地方在巩固全面小康成果基础上率先基本实现现代化;到2020年全省基本实现现代化,总体上达到中等发达国家水平。这是目前已召开党代会省份中提出的最高目标,也是全国第一个提出基本实现现代化的省份。
