提高办案质量是近年来各级公安机关普遍重视的一个话题。在落实“执法责任制”和推行“主办人制度”的基础上 ,南浔区公安分局自1999年起从质量控制理论原理出发 ,试行了“行政案件办案质量与奖惩挂钩”这一做法 ,合理分解考核目标 ,以百分制形式给每一起行政案件打分 ,最后根据案件得分对主办民警实行奖惩。经过一年的实践 ,全局一线民警行政案件的办案质量和执法水平有了明显提高。
