1 网改资金要通盘考虑。网改伊始,一些地方片面追求高标准,有的远远超出农村用电发展的实际,造成改造资金严重不足。为避免出现“虎头蛇尾”现象,在具体操作中,各地要以现实、客观的态度,通盘考虑,灵活掌握,把有限的资金投入到那些通电时间长、线路设备老化严重的农村;而对近年来新上电的村,只要设备、线路能够达到运行要求,则没有必要进行“全新”改造。否则,不仅造成人力、财力的浪费,也难以取得明显的改造效益。
