河南省人民政府豫政办〔2003〕9号文件指出:“积极推进社区消防工作,努力预防和控制火灾事故的发生,保障人民群众生命财产安全,既是各级人民政府、基层政权组织以及有关职能部门和单位应当承担的法定职责,也是新形势下消防工作坚持群众路线,推动消防工作社会化的有效途径和措施,更是实践‘三个代表’重要思想的新要求、新任务。”的确,社区作为社会的基本单元,其消防工作的质量,不仅直接关系自身的消防安全,而且具有广泛的渗透性,会影响到全社会消防安全工作。因此,夯实社区消防工作基础,对全面加强消防工作,减少火灾危害,发挥着重要作用。本期组织一组相关报道,对城镇社区消防工作和省内外一些有益的尝试作一典型介绍,以期对加快我省社区消防建设起到抛砖引玉的作用。

It is also a new request and a new task for practicing the important thinking of the ’Three Represents.’ Indeed, Community as the basic unit of society, the quality of its fire fighting work, not only directly related to their own fire safety, but also has a wide range of permeability, will affect the whole society fire safety. Therefore, laying a solid foundation for fire fighting in communities and playing an important role in strengthening fire prevention work in an all-round way and reducing the fire hazards. This issue of a group of related reports, on the town community fire work and some useful attempts at home and abroad for a typical introduction, with a view to speeding up the community fire prevention building in our province play a pioneering role.
