风险投资在推动高新技术产业化方面具有十分重要的作用。为了支持科技发展和知识创新，我国政府正在致力于发展国内风险投资。但是，政府不宜成为风险资本供给的重要渠道，更不能成为风险资本的经营者，而应当扮演启动者、引路人、裁判员的角色。政府在发展风险投资中的职能主要应定位于三个方面：积极培育有利于风险投资发展的软环境；建设国家创新系统；完善证券市场建设，尽快建立风险投资退出机制。
Venture capital plays a very important role in promoting the industrialization of new and high technologies. In order to support technological development and knowledge innovation, our government is committed to the development of domestic venture capital. However, the government should not become an important channel for the supply of venture capital, but can not become the operator of venture capital, but should play the role of starter, guide and referee. The functions of the government in the development of venture capital should be mainly located in three aspects: actively fostering a soft environment conducive to the development of venture capital; building a national innovation system; improving the construction of the securities market and establishing an exit mechanism for venture capital as soon as possible.
