各专员、县(市)长、夏河县长兰州市市长、卓尼自治区主席:据了解我省各级政府自解放以来,对复员荣退人员的优抚安置工作和烈军工属优待工作,虽然作了一般的安置和优待,但尚有部份地区未做好或根本就没有去做,有些专、县对此工作尚无专人负责,由上而下一般干部对安置荣退人员和优待工作认识不足,嫌麻烦草率从事,使荣退人员及一些贫苦烈军工属对政府不满,此种现象亟应从速纠正。在全国统一财经整编机构精简情况下,各地要在今年七、八、九、十月间有大批复员荣退人员转业与返籍归家生产,这一安置任务非常重大,要我各级政府切实安置,因为他们为人民解放事业英勇奋斗以致残废或积劳成疾,所以我们应采取认真负责的态度去关心爱护

General resettlement and preferential treatment have been made. However, there are still some areas that have not done well or simply failed to do so. Some counties and counties have no special responsibility for this work. Inadequate understanding means that it is troublesome and hasty to make retired officers and some poor army workers dissatisfied with the government. Such an issue should be promptly rectified. Under the streamlining of a unified national financial reorganization agency, all localities are required to resume demobilization and reintegration and return home in large numbers during July, August, September and October this year. This task of resettlement is very important and requires that all levels of government be effective We should take a serious and responsible attitude in caring for and protecting our lives because they are bravely working for the cause of people’s liberation so as to be crippled or overworked.
