Zhao Ziyang, General Secretary of the CPC Central Committee, met with some representatives of the National Enterprise Contracting Responsibility System Symposium on February 12th and gave important opinions on the matching, improvement, intensification, and development of the contract. He pointed out that one of the key points in the implementation of contracting this year is to introduce a competition mechanism. There is a great incentive for contractors to truly introduce competition. Zhao Ziyang said that the current competitive bidding cannot be estimated to be too high. There are not many people who actually engage in competition, and some of them have actually engaged in competition and have actually failed to do so. The potential for contracting is now very great. Contracted companies must implement contracting and short-term contracting.
