当前,公信力危机已成为制约慈善组织良性运行的关键因素。政府作为慈善组织的管理机构,在管理体制、信息公开制度建设和政府监管等三个方面存在作用缺失。为此,应从健全法律法规体系、打造“玻璃口袋”、营造良好慈善环境、加强政府监管等四个方面构建其作用机制,以推进慈善组织公信力重塑进程。
At present, the crisis of credibility has become a key factor restricting the healthy operation of charitable organizations. As a management organization of charity organizations, the government lacks functions in three aspects: management system, information disclosure system construction and government regulation. To this end, the mechanism should be constructed from the following four aspects: improving laws and regulations, building a “glass pocket”, creating a good charitable environment, and strengthening government supervision so as to promote the process of reshaping the credibility of charitable organizations.
