坚定不移地实行对外开放政策,充分利用国际国内两种资金、两种资源、两个市场,优化资源配置,发展外向型经济,这是实现跨世纪经济发展目标的一条必由之路。改革开放15年来,我国在吸收外国投资方面取得了很大成就。通过吸收外资,弥补了国内建设资金的不足;引入了先进的技术设备和管理经验;增强了我国出口创汇能力;增加了国家的财政收入;扩大了就业。这些情况表明,外商投资企业作为多种经济成分之一,在我国国民经济中发挥着有益的和积极的补充作用,成为有中国特色社会主义的重要内涵之一。
Unswervingly implementing the policy of opening to the outside world and making full use of the two domestic and international funds, two resources and two markets, optimizing the allocation of resources and developing an outward-oriented economy are all the necessary ways to achieve the goal of cross-century economic development. In the 15 years since the reform and opening up, China has made great achievements in attracting foreign investment. By absorbing foreign investment, it has made up for the shortage of domestic construction funds; introduced advanced technical equipment and management experience; enhanced our ability to earn foreign exchange through exports; increased state revenue; and expanded employment. These facts show that foreign-invested enterprises, as one of many kinds of economic components, play a beneficial and positive complementary role in our national economy and become one of the important connotations of socialism with Chinese characteristics.
