文章分析了项目绩效评价的目的和原则,从相关性、效率、效果和持续性4个方面对林业国际金融组织项目绩效评价进行了论述,并结合亚洲开发银行贷款西北三省区林业生态发展项目,总结了林业国际金融组织项目绩效评价框架,探讨了项目绩效评价面临的困难和问题,提出了初步的建议设想。
This paper analyzes the purpose and principle of project performance evaluation, discusses the evaluation of project performance of forestry international financial organizations from four aspects: relevance, efficiency, effectiveness and sustainability. Combining with the project of forestry eco-development of the three provinces in northwest China by loan of ADB, Summarizes the forestry international financial organizations project performance evaluation framework, discusses the difficulties and problems that the project performance appraisal faces, and puts forward the tentative suggestion and assumptions.
