人口管理是社会管理的重要基础。我国改革开放20多年来,经济社会快速发展,但在流动人口管理上基本处于无序状态,可以说,全国1·5亿流动人口是社会管理的最大漏洞。如何解决此老大难问题,宜昌市委、市政府及部分县市区公安、政法、劳动等部门进行了初步探索。解决的基本思路:把流动人口中的无业人员作为管理的重点,管理要社会化、市场化、信息化、亲情化、法制化。党委、政府的作用主要是规划、指导,用政策引导社会管理,这既可解决就业问题,又可解决社会管理中政府缺位的问题。
Population management is an important foundation for social management. Since the reform and opening up for more than 20 years, rapid economic and social development has taken place in our country. However, the flow of population is basically in a disorderly state. We can say that the 150 million floating population in China is the biggest loophole in social management. How to solve this long-standing problem, Yichang municipal government and some counties and cities of public security, politics and law, labor and other departments conducted a preliminary exploration. The basic idea of solution: the unemployed in the floating population as the focus of management, management should be socialized, market-oriented, informative, affectionate and legalized. The role of the party committees and governments is mainly to guide the planning and guidance and to guide social management through policies. This can both solve the employment problem and solve the problem of the absence of government in social management.
