社会服务承诺制是一些发达国家和地区普遍实行的一种服务制度,其基本内容可以概括为:承担社会服务职能的组织和个人,按照行业要求,把服务内容、服务标准、服务程序、服务时限、服务责任公开向社会和服务对象作出承诺,并设立监督机构和举报电话,促进和保障承诺的兑现;对未实现承诺的责任单位和责任人要按规定向服务对象作出赔偿。实行社会服务承诺制是适应建立社会主义市场经济体制的要求、实现与国际接轨的重要一步。自1994年烟台市建委学习借鉴发达国家和地区的经验,在全国率先推出了社会服务承诺
