农村干部要在构建和谐农村中充分发挥组织领导作用,就要牢固树立群众意识,提高做群众工作的能力,更好地增强党在基层的凝聚力和号召力。要提高教育群众的能力。随着社会的发展和民主法制建设的加强,广大农民的法制意识和民主意识明显增强,他们对涉及自身利益的方针政策更加关心,对国家法律法规的理解和研究甚至比一些农村干部还透彻。农村干部如果自身政策水平和法制意识不强,就会处于被动位置,就会影响农村各项工作的开展。
