崇明岛位于太湖水系下游、长江人海口,濒江临海,四面环水,属于易遭受台风、暴雨、高潮水侵袭的地区。特别是每年6~9月的汛期中,风暴潮灾时有发生,当遭遇台风、大的暴雨的侵袭时,岛上的部分区域,因排水不及时,易造成一定的经济损失,甚至是人员的伤亡。针对近年来暴雨骤增引发的内涝成因,结合崇明岛水环境整治实践,提出若干内涝防治的建议。
