现有的R&D效率研究中存在2个问题:忽略R&D过程内部生产结构;仅仅使用相对有效性作为影响因素研究的因变量。在考虑R&D过程内部结构的同时,综合运用并联DEA模型、Luenberger生产率指数和面板数据模型3种方法,计算具有时序上可比的Luenberger R&D生产率变化指数,并采用面板数据模型的方法对影响R&D效率变化的因素进行研究。研究发现我国各个省份的R&D效率普遍在稳步提升,且R&D效率的提高主要是由“技术进步”引起的。企业已经成为了R&D过程的主体,企业R&D效率的提升对总过程R&D效率提升的贡献最大。经济发展水平(人均GDP)和金融服务对R&D活动的支持(金融环境)是对R&D效率提升影响最大的2个因素。
There are two problems in the existing research on R & D efficiency: ignoring the internal production structure in R & D process; and only using relative validity as the dependent variable in the study of influencing factors. Considering the internal structure of R & D process, the Luenberger R & D productivity change index was calculated by using three methods: parallel DEA model, Luenberger productivity index and panel data model. The panel data model was used to analyze the change of R & D efficiency The factors studied. The research found that the R & D efficiency of various provinces in China generally increased steadily, and the improvement of R & D efficiency was mainly caused by “technological progress”. Enterprises have become the main body of the R & D process. The improvement of enterprise R & D efficiency contributes the most to R & D efficiency of the whole process. The level of economic development (per capita GDP) and financial services support for R & D activities (the financial environment) are two of the factors that have the greatest impact on R & D efficiency.
