档案鉴定是档案馆一个重要的业务工作环节,是提高馆藏质量、优化馆藏的有效措施。但是,有的档案馆特别是县档案馆,一方面,对进馆档案质量把关不严,使一些没有进馆价值的档案流入了档案馆;另一方面,档案鉴定工作还没有走上正常化的轨道,馆藏的满保管期限档案得不到及时鉴定,有的已经积存了多年。随着馆藏规模的扩大,馆藏中没有保存价值、重份档案越来越多。这些问题的存在,严重影响了馆藏质量,造成了一系列浪费。因此,大力开展档案鉴定工作已经刻不容缓,如何做好档案鉴定工作,已成为档案馆面临的一个重要课题。笔者认为,新形势下搞好档案鉴定,必须实施综合治理,坚持“五个结合”: 一是坚持档案鉴定与开放档案鉴定审查相结合。档案馆鉴定档案的主要任务是科学而准确地判定馆藏的满保管期限的档案是否有继续保存的价值,销毁没有保存价值的档案;开放档案鉴定审查的主要任务是科学而准确地划分开放期限内档案的开放与控制使用的范围。当前,把档案价值鉴定与已经广泛开展的开放档案鉴定审查有机地结合起来,是搞好档案鉴定的一条有效途径。一方面,档案馆在鉴定审查满开放期限档案的同时,对开放期限内
