当前困扰档案行政执法监督工作顺利开展的难点在那里?据笔者调查,困扰档案执法监督工作顺利开展的难点主要表现在以下六个方面: 一是社会档案法观念淡薄。虽然自1987年《档案法》颁布以来,各级档案部门在宣传《档案法》方面做了大量工作,创造了许多经验,取得了很好的社会效果,但宣传的广度和深度仍然不够,存在死角现象。尤其是在基层单位,广大农村,人们对档案工作了解很少,对《档案法》知识之不多,致使丢失,随意损毁档案和不按规定收档的问题较普遍,大量的各种违法现象还未引起普遍重视,社会档案法制观念淡薄。有的单位不仅不知法,而且违法后也不知自已违了法。

There is not much knowledge about the “Archives Law”, which has led to the problems of losing, arbitrarily destroying archives and not filing documents in a regular manner. Some units not only do not know the law, but after breaking the law they also know that they have violated the law.
