本文拟从英、美、苏的亚太政策演变的角度,来考察和勾画日本对外战略,成为九一八事变前日本亚太政策的直接渊源。九一八事变和日本对中国东北的占领,是日本以战争手段改变第一次世界大战后确立的以英、美为主导的资本主义世界秩序及华盛顿会议建立起来的国际关系体系的冒险尝试。它逐步打破了在这个体系基础上,欧美日列强在远东暂时的平衡与妥协。同时日本对中国东北的武装进攻,也宣告了东方新战争策源地的形成及其战争行动的开始。这种情况,必然引起世界形势,特别是远东国际关系重大变化。日本对中国的侵略及其所引发的矛盾冲突,成为新的远东国际矛盾聚焦点。
This article intends to examine and outline Japan’s foreign strategy from the perspective of the evolution of the Asia-Pacific policy of Britain, the United States and the Soviet Union and become the direct source of Japan’s Asia-Pacific policy before the September 18th Incident. The September 18 Incident and Japan’s occupation of northeast China are an attempt by Japan to change by means of war the capitalist world order led by Britain and the United States and the system of international relations established by the Washington Conference established after the First World War. It has gradually broken the temporary balance and compromise in the Far East on the basis of this system by the powers of Europe, the United States and Japan. At the same time, Japan’s armed offensive over northeast China also proclaimed the formation of the source of the new war in the East and the beginning of its war operations. This situation will surely arouse the world situation, especially the major changes in the international relations in the Far East. Japan’s aggression against China and its conflicts and conflicts have become the focus of the new conflicts in the Far East.
