Law is the heavy burden of governing the country. The rule of law is an important support for the state governance system and governance capacity. The Fourth Plenary Session of the 18th CPC Central Committee made it clear that improving party members and cadres’ thinking on the rule of law and their ability to handle their affairs in accordance with the law should include the effectiveness of legal system construction as an important measure of the performance of leading bodies and leading cadres at all levels and should be incorporated into the indicator system for performance evaluation.
