教育、卫生、交通、消费等基本公共服务的配套完善,已经成为上海近些年大型居住社区建设的重要基础保障。同样,这些也已成为入住居民衡量生活质量高低的重要依据。根据上海市政府2009年发布的《关于推进本市大型居住社区市政公建配套设施建设和管理若干意见的通知》规定:由建设基地开发主体按照市属配套商品房基地公建配套教育设施一次性装修验收移交标准实施建设,并在项目竣工验收后将设施移交建设基地所在区政府。
