认为高速公路应由交通部设立职能机构,从规划到管理统一筹办,公安部等协调地配合,以提高效益。谨抒已见,以供考虑。
It is considered that the expressway should be set up by functional agencies of the Ministry of Communications, coordinate with planning and management, and the Ministry of Public Security so as to enhance efficiency. I have already expressed my opinion for consideration.
