各省、自治区、直辖市建委(建设厅),北京市市政管理委员会,各计划单列市建委(深圳市建设局): 最近,上海、西安相继发生了燃气泄漏爆炸事故。给人民生命财产带来重大损失。1999年12月9日晚6时,上海市丽晶酒家厨房发生煤气爆炸事故,造成8人死亡,100多人受伤;12月8日上午11时57分,西安市莲湖路西段520米范围内的地下电缆沟槽发生爆裂事故,造成15人受伤,其中3人重伤;12月11日11时35分,西安市高科花园8号居民楼地沟因天然气泄漏发生爆炸,造成8人轻伤,4户住房不同程度损坏。
